በአዲስ አበባ ሀገረ ስብከት ገዳማት እና አድባራት፣ ቤተ ክርስቲያኒቱን ተጠቃሚ በማያደርጉ የመሬት እና የገቢ ማስገኛ ተቋማት የኪራይ ውሎች፣ የተጧጧፈ ዘረፋ እና ምዝበራ መፈጸሙን በጥናት ያረጋገጠው የጠቅላይ ቤተ ክህነት ጽ/ቤት÷ በጥምርና በተናጠል በሕግ ተጠያቂ የሚኾኑ የሥራ ሓላፊዎች እና ሠራተኞች በስም ዝርዝር ተለይተው እንዲቀርቡለት ለአጥኚ ኮሚቴው ትእዛዝ ሰጠ፤ በመሬት፣ በሕንጻዎች፣ በሱቆች፣ በመቃብር ቦታዎች፣ በመኪና ሽልማት እና በመሳሰሉት የልማት ሥራዎች ዙሪያ በቀጣይ ትኩረት ሊሰጣቸው ስለሚገቡ ነጥቦች፣ ለሀገረ ስብከቱ ጥብቅ መመሪያም አስተላልፏል፡፡
የኢትዮጵያ ኦርቶዶክስ ተዋሕዶ ቤተ ክርስቲያን ከፍተኛ የሥራ አስፈጻሚ እና የአስተዳደር አካል የኾነው የጠቅላይ ቤተ ክህነት ጽ/ቤት፣ መመሪያውንና ትእዛዙን የሰጠው÷ የሀገረ ስብከቱን 48 ገዳማት እና አድባራት ያካተተውን የመሬት፣ የሕንጻዎችና የገቢ ማስገኛ ተቋማት የኪራይ ተመንና የመኪና ሽልማት ጉዳዮች ጥናታዊ ሪፖርት ቋሚ ሲኖዶሱ ተቀብሎ ያሳለፈውን ውሳኔ መሠረት በማድረግ ነው፡፡

ቋሚ ሲኖዶሱ፣ ነሐሴ ፳፰ እና ፳፱ ቀን ፳፻፯ ዓ.ም. ባካሔዳቸው ስብሰባዎች፣ አጥኚ ኮሚቴው በ33 ገጾች በማካተት በአንድ ጥራዝ ካቀረባቸው 48 አብያተ ክርስቲያናት ውስጥ÷ 15ቱ በከፍተኛ ችግር ላይ እንደሚገኙ፤ ኹለቱ በመካከለኛ ደረጃ የተቀሩት ስድስቱ ደግሞ በደኅና ኹኔታ ላይ እንዳሉ ተገንዝቧል፡፡

ከፍተኛ ችግር ያለባቸው 15ቱ አብያተ ክርስቲያናት÷ የቦሌ ቡልቡላ መድኃኔዓለም፣ የቦሌ ገርጂ ደብረ ገነት ቅዱስ ጊዮርጊስ እና ቅዱስ ገብርኤል፣ የጃቲ መካነ ሕይወት ቅድስት ኪዳነ ምሕረት፣ የደብረ ኢዮር ቅዱስ ሚካኤል፣ የመካኒሳ ደብረ ገነት ቅዱስ ሚካኤል፣ የደብረ ነጎድጓድ ቅዱስ ዮሐንስ፣ የመካነ ሰማዕት ቅዱስ ቂርቆስ፣ የመናገሻ ገነተ ጽጌ ቅዱስ ጊዮርጊስ፣ የጽርሐ አርያም ቅዱስ ሩፋኤል፣ የደብረ ብሥራት ቅዱስ ገብርኤል፣ የምሥራቀ ፀሐይ ቅዱስ ገብርኤል፣ የሰሚት ኆኅተ ቅድስት ኪዳነ ምሕረት፣ የደብረ ገሊላ ቅዱስ ዐማኑኤል ካቴድራል፣ የታዕካ ነገሥት በዓታ ለማርያም ገዳም፣ የብሔረ ጽጌ ቅድስት ማርያም፣ የደብረ አሚን አቡነ ተክለ ሃይማኖት፣ የደብረ ጽጌ ቅዱስ ዑራኤል እና የየካ ደብረ ሣህል ቅዱስ ሚካኤል እንደኾኑ በውሳኔ ቃለ ጉባኤው ተዘርዝረዋል፡፡

በተዘረዘሩት ገዳማት እና አድባራት፣ ለቤተ ክርስቲያኒቱ መገልገያ ከመንግሥት የተሰጡ መሬቶች እና በይዞታዎቹ ላይ ለገቢ ማስገኛ በሚል የተሠሩ ሕንጻዎች እና ሱቆች፣ የ“ልማት አርበኛ” እየተባሉ በካህናቱ እና ምእመናኑ ስም የሚሸለሙ ሓላፊዎች እና ሠራተኞች ለግል ጥቅማቸው ሲሉ ለምዝበራ እንዳጋለጧቸውና አላግባብ ሀብት እንዳፈሩባቸው በጥናቱ ሒደት በማስረጃ በመረጋገጡ ጉዳያቸው በሕግ አግባብ እየታየ ክሥ እንዲመሠረትባቸው በጠቅላይ ጽ/ቤቱ አስተዳደር ጉባኤ ቀደም ሲል ተወስኗል፡፡
የጠቅላይ ጽ/ቤቱን ውሳኔ የተቀበለው ቋሚ ሲኖዶሱ፣ ለሕጋዊ ጥያቄ እና አካሔድ አመቺነት መሟላት ይገባቸዋል ያላቸውን ነጥቦች በመለየት ለጠቅላይ ጽ/ቤቱ በዝርዝር አስታውቋል፡፡

በቋሚ ሲኖዶሱ ውሳኔ መሠረት፣ በጥምር እና በተናጠል በሕግ ተጠያቂ የሚኾኑ የሥራ ሓላፊዎች እና ሠራተኞች ስም ዝርዝር ከተሰበሰቡት ማስረጃዎች ጋር እየተነጻጸረ በሰነድ ተደግፎ እንዲቀርብለት ጠቅላይ ጽ/ቤቱ ለአጥኚ ኮሚቴው ጳጉሜን ፲፫ ቀን ፳፻፯ ዓ.ም. አስቸኳይ ትእዛዝ ሰጥቷል፡፡

በተጨማሪም፣ በተጠቀሱት ገዳማት እና አድባራት የአካባቢ የመሬት ዋጋ በካሬ ሜትር ስንት እንደኾነ፣ የተሰጠው የኪራይ ውል ዓመት ከስንት እስከ ስንት ዓመት እንደኾነ በአሐዝ እንዲገለጽ፣ የቤት እና የመኪና ሽልማት የተሰጣቸው አለቆች እና የስጦታው ምክንያት ተብራርቶ እንዲቀርብ፤ በአጠቃላይ በጥናቱ ሒደት የተሰበሰቡት 1500 ማስረጃዎች ለሕጋዊ ጥያቄ አመቺ በሚኾንበት አኳኋን በሚገባ ተጣርተው እንዲዘጋጁ ጠቅላይ ጽ/ቤቱ አጥኚ ኮሚቴውን አዟል፡፡

ገዳማቱንና አድባራቱን በበላይነት በሚቆጣጠረው የአዲስ አበባ ሀገረ ስብከትም፤ የአጥቢያ አብያተ ክርስቲያንን የመሬት አጠቃቀም እና የገቢ ማስገኛ ተቋማት አጠቃቀምበተመለከተ ትኩረት ሊሰጣቸውና በአግባቡ ተግባራዊ ሊደረጉ የሚገባቸው ነጥቦች በቋሚ ሲኖዶሱ ውሳኔ የተመለከቱ ሲኾኑ፤ ጠቅላይ ጽ/ቤቱም በውሳኔዎቹ ላይ በመመርኮዝ ለሀገረ ስብከቱ በጻፈው ደብዳቤ ጥብቅ መመሪያ ሰጥቶባቸዋል፡፡

በዚኽም መሠረት፣ በገዳማቱ እና በአድባራቱ የመሬት እና የሱቅ እንዲኹም የልማት ይዞታዎች የኪራይ ውላቸው ለአንድ ዓመት ብቻ ይኾናል፤ የተለየ ችግር ካጋጠመም ውሉ በሕግ እንዲቋረጥ ታዟል፡፡

የመቃብር ቦታዎች አጠቃቀም፤ የቦታዎች እና የሱቆች ኪራይ አፈጻጸም በአጠቃላይ የልማት ነክ ጉዳዮች ኮሚቴ ተቋቁሞ እና ውስጠ ደንብ ወጥቶላቸው እንዲሠሩ፤ ውሎቻቸውም በየደረጃው ተጠንተው ለብፁዕ ወቅዱስ ፓትርያርኩ ቀርበው ተቀባይነት ካገኙ በኋላ ተግባራዊ እንዲኾኑ ተወስኗል፡፡

የቤት እና የመኪና ሽልማት በቢሮ ደረጃ ለብፁዕ ወቅዱስ ፓትርያርኩ ቀርቦ ሳይታይና በቋሚ ሲኖዶስ ሳይጸድቅ እንዳይፈጸም ታዟል፡፡ ከሦስተኛ ወገን ጋር ቤተ ክርስቲያኒቱ መዋዋል እንደምትችል የቀረበውን የውሳኔ ሐሳብ ቋሚ ሲኖዶሱ አጽድቋል፤ የመንበረ ፓትርያርክ የሕግ አገልግሎትም፣ ውሎች ወጥ፣ የቤተ ክርስቲያኒቱን መብቶች የሚያስከብሩና የሚያስቀድሙ መኾናቸውን በማረጋገጥ ውሳኔውን ለውጤት እንዲያበቃ በቋሚ ሲኖዶሱ ተወስኗል፡፡

በመሬት፣ በሕንጻዎች፣ በሱቆች እና በመሰል የገቢ ማስገኛ ተቋማት ዙሪያ በተጨባጭ ጥናት እንደተረጋገጠው ኹሉ ቤተ ክርስቲያናችን በእጅጉ ተጎጂ እና የበይ ተመልካች የኾነችበት ኹኔታ በመፈጠሩ የሚከተሉት የመፍትሔ ሐሳቦች ቀርበዋል፡፡

ቤተ ክርስቲያኒቱን በማይጠቅሙና ለግለሰብ ነጋዴዎች በሚያመዝኑ መልኩ የተገቡ ውሎች በሙሉ ለአንድ ወገን ጥቅም የሚያመዝኑ መኾናቸው እየተገለጸ እንዲፈርሱና በሌላ ውል እንዲተኩ እንዲደረግ በማድረግ አዲስ ውል በመዋዋል የቤተ ክርስቲያኒቱን ጥቅም ማረጋገጥ፡፡

በጥናቱ ወቅት እንደተመለከትነው÷ የአንዱ ደብር ውል አንድ ዓመት፣ የሌላኛው 10 ዓመት እንዲኾን ስለተደረገና አንዳንድ ውሎችም የቤተ ክርስቲያኒቱን ሳይኾን የተከራዮችን መብት የሚያስከብሩ ኾነው በመገኘታቸው ውሎቹ ወጥ እና የቤተ ክርስቲያኒቱን ጥቅም የሚያስከብሩ መኾን ይገባቸዋል፡፡ ስለኾነም በሕግ ዐዋቂዎች የሚዘጋጅና ወጥነት ያለው ውል በማእከል ደረጃ እንዲዘጋጅ በማድረግ ኹሉም አጥቢያ አብያተ ክርስቲያናት አንድ ወጥ በኾነ ውል የሚሠሩበትን ኹኔታ ማመቻቸት፡፡

በቃለ ዐዋዲው አንቀጽ ፲፪ ንኡስ አንቀጽ ፰ መሠረት የሀገረ ስብከቱ ሊቀ ጳጳስ የጨረታውን ሒደት ተመልክተው ሲያጸድቁት እንዲፈጸም በማድረግ ሥራዎችን በሕግና በሥርዐት ማከናወን፡፡

ማንኛውም ዐይነት የሽልማት ሥነ ሥርዐት መኪናን ጨምሮ የሥራ አፈጻጸም ተገምግሞ በሀገረ ስብከቱ በኩል ታምኖበት በሊቀ ጳጳሱ እና በቅዱስ ፓትርያርኩ ሲፈቀድ ከሚፈጸም በስተቀር ምንም ዐይነት ሽልማት እንዳይከናወን ማድረግ፡፡

በየአድባራቱ በሰንበቴ ማኅበራት ስም የሚሠሩ የመካነ መቃብር ፉካዎች የሕዝበ ክርስቲያኑን በቤተ ክርስቲያን እኩል አገልግሎት የማግኘት መብት የሚገድቡ በመኾኑ አዳዲስ የሰንበቴ ማኅበራት ፉካዎችን እንዳይገነቡ ማድረግ፡፡

የመሬት እና የቦታ ኪራይ ጥያቄን ለማስተናገድ፡-

አጥቢያዎች መሬትም ኾነ ሱቅ በሚያከራዩበት ወቅት የየክፍለ ከተማቸውን የመንግሥት የሊዝ ኪራይ ዋጋን ባገናዘበና የየአካባቢያቸውን የንግድ ማእከላት የገበያ ኹኔታ መሠረት ባደረገ አግባብ ቤተ ክርስቲያንን ተጠቃሚ ሊያደርግ ይቻል ዘንድ፣ ጨረታውን በግልጽ እንዲያካሒዱ በሀገረ ስብከቱ በኩል ጥብቅ መመሪያ እንዲሰጣቸው ማድረግ፡፡

አድባራቱ መሬትም ይኹን ሱቅ ሲያከራዩ፣ የሚያከራዩትን ቦታ፣ የሚያከራዩትን ሱቅ ብዛት፣ ቦታውን ወይም ሱቁን ለማከራየት የፈለጉበትን ዝርዝር ኹኔታ እና የሚከራዩት ቦታዎችም ኾኑ ሱቆች በገበያው ያላቸው አዋጭነት ተጠንቶ በመዘርዘር ለሀገረ ስብከቱ ማቅረብ ይኖርባቸዋል፡፡ ሀገረ ስብከቱም የቀረበለትን የኪራይ ጥያቄ ተገቢና ትክክለኛ መኾኑን በማጥናት በአስተዳደር ጉባኤ ወስኖ እንዲያከራዩ መፍቀድ ወይመው መከልከል ይችላል፡፡

አጥቢያዎች ቦታም ኾነ ሱቅ እንዲከራዩ ሲፈቀድላቸው በግልጽ ጨረታ ያከራያሉ፤ ጨረታውም የሀገረ ስብከት፣ የምእመናንና የሰንበት ት/ቤት ተወካዮች በተገኙበት መካሔድ ይኖርበታል፡፡

በአጥቢያ እንዲከራይ የተፈቀደው ቦታና ሱቅ በሕጋዊ መልኩ ግልጽ ጨረታ ከተካሔደ በኋላ ውጤቱ ለሀገረ ስብከቱ እንዲደርሰው ይደረጋል፡፡ የሀገረ ስብከቱ አስተዳደር ጉባኤ የተከራየው ቦታ ወይም ሱቅ፣ በሕጋዊ መንገድ የአካባቢ ዋጋና የመንግሥት የሊዝ ኪራይ ዋጋ ባማከለ መልኩ በይበልጥም ቤተ ክርስቲያንን ተጠቃሚ በሚያደርግ አግባብ ማከራየታቸውን በአስተዳደር ጉባኤው ካረጋገጠ በኋላ የኪራይ ውሉ እንዲፈጸም ያደርጋል፡፡

በአጥቢያ የሚከራይ መሬት ይኹን ሱቅ የኪራይ ውል የሚሰጠው ለአንድ ዓመት ብቻ ኾኖ ውሉ ወጥና ለቤተ ክርስቲያኒቱ የሚጠቅም በኾነ መልኩ በሕግ ባለሞያዎች ተጠንቶ በሀገረ ስብከቱ አስተዳደር ጉባኤ ከታመነበት በኋላ አድባራቱ በአዲሱ ውል ተከራዮቻቸውን እንዲያዋውሉ ማድረግና የውላቸው ግልባጭ ለሀገረ ስብከቱ እንዲላክ መደረግ ይኖርበታል፡፡

ሀገረ ስብከቱም ቦታዎቹ እና ሱቆቹ በሕጉ መሠረት እየተከራዩ መኾናቸውን በማረጋገጥ ለብፁዕ ወቅዱስ ፓትርያርኩ እና ለመንበረ ፓትርያርክ ጠቅላይ ጽ/ቤት ማሳወቅና ማስፈቀድ ይኖርበታል፡፡

የመንበረ ፓትርያርክ ጠቅላይ ጽ/ቤትም ሀገረ ስብከቱ በመሬት፣ በሕንጻዎችና በመሰል የገቢ ማስገኛ ተቋማት ዙሪያ ለሚያከናውነው ሕጋዊ የሥራ አፈጻጸም በሙሉ ተገቢውን ድጋፍና ትብብር በማድረግ ለሥራው ውጤታማነት የበኩሉን አስተዋፅኦ ማበርከት ይጠበቅበታል፡፡

ማንኛውም ተከራይ ከቤተ ክርስቲያኒቱ የተከራየውን ሱቅ ወይም ቦታ ለሦስተኛ ወገን ማከራየት አይችልም፡፡ አከራይቶ ቢገኝ ያለምንም ቅድመ ኹኔታ የተከራየውን ሱቅ ወይም መሬት እንዲለቅ ይደረጋል፡፡

ማንኛውም የቤተ ክርስቲያኒቱን ይዞታ በውል የተከራየ ሰው በተከራየው ባዶ ቦታ ላይ ሱቅ ሠርቶ ወይም ቦታውን ሸንሽኖ ለሦስተኛ ወገን ማከራየት አይችልም፡፡

ማንኛውም የንግድ ቤት ወይም ቦታ ተከራይ የንግድ ስያሜ ለወንድሜ፣ ለእኅቴ፣ ለጓደኛዬ…ወዘተ እንዲዞር ይደረግልኝ የሚል ጥያቄ፣ ከውስጥ ለውስጥ የቁልፍ ወይም የቦታ ሽያጭ ጋር የሚካሔድ በመኾኑ ተቀባይነት አይኖረውም፡፡ /ጥናታዊ ሪፖርት፤ የመፍትሔ ሐሳቦች፤ ከገጽ 31 – 33/

በጥናቱ ያልተካተቱት ገዳማት እና አድባራት ችግር እንደሌሎቹ ተጠንቶ እንዲቀርብም በቋሚ ሲኖዶሱ በተወሰነው መሠረት ጠቅላይ ጽ/ቤቱ መመሪያ በመስጠቱ፣ ጥናቱ በቀሪዎቹ ከመቶ በላይ አጥቢያ አብያተ ክርስቲያን ላይም ቀጣይነት እንደሚኖረው ለማወቅ ተችሏል፡፡

ይህም ኾኖ የጥናቱን ሒደቱ እና ፋይዳ በየመድረኩ በማጥላላት እና በማንቋሸሽ የተጠመዱት ቀንደኛ አማሳኞች እና ግብረ አበሮቻቸው የኮሚቴውን አባላት በጎጠኝነት እና በጥቅም ኔትወርክ ለመደለል ከመሞከር ጀምሮ ከስም ማጥፋት፣ ከዛቻ እና ከማስፈራራት ባለፈ የጥቃት ውጥኖች ለማሰናከል እየሞከሩ እንደሚገኙ ተጠቁሟል፡፡

“አጥፍተናችኹ አገራችን እንገባለን” የሚለው የቀንደኛ እና ልማደኛ አማሳኞች ፉከራ ለጥቃት ውጥኑ በማሳያነት እንደሚጠቀስ ለኮሚቴው አባላት ቅርበት ያላቸው የዜናው ምንጮች ተናግረዋል፡፡

AFP- South Sudan’s army used helicopter gunships to pound rebel positions, military monitors said, their first report detailing ceasefire violations since a peace deal was signed.
The army and rebels have repeatedly traded blame accusing each other of breaking an August 29 ceasefire deal, the eighth such agreement to have been signed since civil war broke out in December 2013.

Monitors from the regional East Africa bloc IGAD, which led efforts to negotiate the peace deal, said that on September 2, government helicopters attacked rebel positions outside Malakal, capital of the battleground oil-state of Upper Nile.

Monitors “witnessed the helicopter gunships flying towards and engaging” rebel forces on the west bank of the Nile, according to the report, which details violations up to September 9.
The army later fired on the rebel positions, with reports troops then crossed the river to stage a ground attack, the monitors added.

They recommended the government be condemned “in the strongest terms possible.”

Malakal is under government control but has swapped hands many times in the nearly two-year-old war, and rebels are based just outside the town.

Despite the fighting, both sides say the political deal remains in place, and on Tuesday, President Salva Kiir said he was “fully committed” to ending the war.

But monitors warned continued fighting threatened the agreement.

“Any violation will negatively impact… the ongoing implementation of the compromise agreement signed by the warring parties,” the report added.

The IGAD monitors also detailed attacks by rebel forces in Unity state, but which took place before the ceasefire was signed.

The world’s youngest nation, South Sudan descended into bloodshed in December 2013 when Kiir accused his former deputy Riek Machar of planning a coup.

The violence has left tens of thousands of people dead and the impoverished country split along ethnic lines.

The United States on Tuesday requested that UN sanctions including a global travel ban and assets freeze be imposed on South Sudan’s army chief Paul Malong and rebel commander Johnson Olony for their role in the continued fighting. Russia and Angola blocked that request.

More than 100 people have been killed in South Sudan after an oil tanker veered off the road and exploded as people were siphoning fuel, a presidential spokesperson said. Around 50 others have been seriously injured.
The injured “may not survive,” a regional official told Reuters on Thursday.

“We don’t have medical equipment and these people may not survive because we do not have the facilities to treat the highly burnt people,” Charles Kisagna, the minister of information in Western Equatoria, said.

The people were trying to gather fuel from the tanker when it exploded after going off the road while on its way from the capital Juba to South Sudan’s Western Equatoria region on Wednesday.

South Sudan is the world’s youngest nation and one of Africa’s poorest. It has been mired in an internal conflict between government forces and rebels since 2013, having only gained independence in 2011.

According to the presidential spokesman Ateny Wek Ateny, Wednesday’s incident was not related to the conflict.

የአዲስ አበባ ጉዟቸውን አስመልክቶ ቅዱስነታቸው ከሳምንት በፊት ከግብጽ የውኃ ሀብት ሚኒስትር ሆሳም አል ሞጋሃዚ ጋር መነጋገራቸው የተዘገበ ሲኾን፣ በውይይታቸውም ወቅት ግብጽ በታላቁ የሕዳሴ ግድብ ላይ ያላትን ጥያቄዎች አንሥተው ከኢትዮጵያ ባለሥልጣናት እና ከብፁዕ ወቅዱስ ፓትርያርክ አቡነ ማትያስ ጋር ውይይት እንዲያደርጉ ሚኒስትሩ መጠየቃቸውና የመግባቢያ ሰነድ መፈራረማቸው ተዘግቧል፡፡

የኢትዮጵያ ፓትርያርክ ብፁዕ ወቅዱስ አቡነ ማትያስ ባለፈው ዓመት ጥር ወር ግብጽን ለስድስት ቀናት በይፋ በጎበኙበትና በካይሮ ፕሬዝዳንታዊ ቤተ መንግሥት ከፕሬዚዳንት አልሲሲ ጋር በተወያዩበት ወቅት ፕሬዚዳንቱ፣ የዓባይ ወንዝ ለኢትዮጵያውያን የልማት ምንጭ ቢኾንም ለግብጽ ግን ልማት ብቻ ሳይኾን የደም ሥር መኾኑንም መናገራቸው ይታወሳል፡፡

ብፁዕ ወቅዱስ አቡነ ማትያስም በበኩላቸው፣ በጠንካራ ትስስር ላይ ለተመሠረተው የኹለቱ አገሮች ግንኙነት፣ ከዓባይ የሚመነጭ ውኃ የማያቋርጥ የጋራ ሀብት በመኾኑ በፍትሐዊነትና በእኩልነት ተጠቃሚ የሚኮንበት ይኾናል ማለታቸውም አይዘነጋም፡፡

The EU is aiming to sign a €200m aid agreement with Eritrea by the end of the year as part of its efforts to reduce the flow of migrants from the east African country which is the source of the third largest number of people flooding into Europe.

Neven Mimica, EU commissioner for international co-operation and development, said in Nairobi on Thursday the aid would be boosted by money from the €1.8bn emergency trust fund for Africa that Jean Claude Juncker, EU commission president, announced last week.However, Mr Mimica admitted that negotiations with the regime in Asmara over the so-called national indicative programme, are being delayed by Brussels’ refusal to allow the government to manage the money because of its human rights record.
“We do not see our development projects would successfully be implemented through government channels,” he said. “Our approach would be to take steps to assist with concrete programmes that would target the concrete needs of the people in Eritrea.”
“By the end of this year we should have a clear decision or refusal on a national indicative programme,” the commissioner said.
The government of President Isaias Afewerki, who has been in power since independence from Ethiopia in 1993, is considered one of the world’s mosttotalitarian. The UN has reported that some 3,000 Eritreans have left the country each month over the past two years, with more than 300,000, or 5 per cent of the population, having fled since 2000.
It is estimated that tens of thousands are seeking to enter the EU.
In June, a UN general assembly commission found that “widespread and gross human rights violations have been and are being committed in Eritrea under the authority of the government”
.“Some of these violations may constitute crimes against humanity,” it said. “Individuals are routinely arbitrarily arrested and detained, tortured, disappeared or extrajudicially executed . . . On the pretext of defending the integrity of the state and ensuring its self-sufficiency, Eritreans are subject to systems of national service and forced labour that effectively abuse, exploit and enslave them for indefinite periods of time.”
There are indications that some €500m of the trust fund might be allocated to address migration from the Horn of Africa, with Eritrea likely to be the focus. However, considering the circumstances, the money is likely to be spent on projects in neighbouring countries.
Officials say it would take about six months for money from the trust fund to be disbursed, a third of the time for regular aid projects. Some EU member states are proving reluctant to approve the trust fund because its mechanisms reduce their control over the money.
EU leaders are expected to approve it at their summit in Malta later this month.
Mr Mimica said that the EU would not be encouraging nearby countries such as Kenya to take more refugees because they are already housing tens of thousands from Eritrea, South Sudan and elsewhere.
Eritrea suspended co-operation with Brussels in 2011, although an EU mission remained open in Asmara. Discussions on resuming links began last year.

Ethopian domestic helper confessed to stabbing 19-year-old to death while she was asleep
Manama: Kuwait’s Cassation Court on Thursday upheld a death sentence for an Ethiopian domestic helper for killing a Kuwaiti teenager.

The maid Rabiya Mahmoud and the victim Siham Humood Flaitah Al Shemmari.

According to reports on the case, the helper, identified by Kuwaiti media as Rabiya Mahmoud, 22, confessed that in March 2014 she took a knife and walked into the victim’s bedroom where she stabbed her in the chest.

The victim survived the first stabs and pleaded for her life; however, the helper refused and stabbed her again until she died.

She then fled the house, but later headed to the Sulaibikhat police station and turned herself in at 5:45 am.

She told officers that she stabbed the victim who was asleep, then locked her inside the room before leaving her employer’s house. She cited conflicts with the victim as the reason, and said that she had planned the murder days earlier and that her plans had been delayed because of the presence of the victim’s younger sister.

The police said that officers responded to an emergency call reporting that a door was locked in a Sulaibikhat house with a girl inside.

Firefighters broke the door open and found the girl bleeding profusely. She was rushed to the hospital but doctors pronounced her dead on arrival. The medical report said the death was caused by four stab wounds — two in the chest and two in the abdominal area.

Investigators confirmed that the helper killed the Kuwaiti woman after they found her fingerprints on the knife used in the crime.

In November, the court sentenced her to death by hanging.

Siham was a freshman at Kuwait University’s Faculty of Arts when she was killed. Her father, Humood, was a member of Kuwait’s national team that participated in the 1982 Fifa World Cup.

The military junta in Burkina Faso that took power in a coup has freed interim President Michel Kafando and two of his ministers from detention, the junta’s leader said on Friday, as security forces fired in the air to quell protests.

The decision to free Kafando appeared to signal possible flexibility by General Gilbert Diendere and the junta ahead of talks on Friday with Senegalese President Macky Sall, current chairman of the West African ECOWAS bloc.
Sall and Benin President Thomas Boni Yayi are due to mediate in the wake of Thursday’s coup that was condemned by the United States, former colonial power France and the United Nations, which demanded the resumption of a democratic transition.

“I confirm that President Kafando has been freed. He is in good health,” Diendere told journalists, adding that interim Prime Minister Yacouba Isaac Zida was under house arrest.

The takeover derailed a transition that started last October after street protests toppled President Blaise Compaore after 27 years in power and was due to lead to elections on Oct. 11.

That uprising became a beacon for democratic aspirations in Africa at a time when long-term and authoritarian rulers from Rwanda to Congo Republic are seeking to scrap term limits.

Diendere was Compaore’s military advisor and he said the putsch was triggered by a transitional government proposal to dismantle the presidential guard and a fear of instability after Compaore’s supporters were barred from contesting elections.

Security forces in Ouagadougou fired in the air on Friday to disperse demonstrators who burned tyres and blocked neighbourhood streets on a second day of protests against the coup. At least three died and 60 were wounded on Thursday.

“I am worried and against the putschists. We are demonstrating because we want the (democratic) transition process to unfold,” said Aissata Kabor
